Part of our Smart Home OEM Manufacturing Guide — the complete resource for brands sourcing from a smart home OEM manufacturer. In short, the Incoterm you agree to changes your landed cost more than a 5% price negotiation ever will. In short, Incoterms 2026 EXW vs is the deciding factor for most buyers.
Two buyers can be quoted the same $11.50 per unit for the same Tuya smart switch and end up paying landed costs that differ by more than 20%. The difference is almost never the unit price. It is the three-letter term printed next to it: EXW, FOB, CIF or DDP.
Incoterms are not shipping jargon to be left to the freight forwarder. They decide who pays for inland haulage, who handles export customs, who owns the goods while they sit at the port, who carries the insurance, and who is on the hook when a container is held for inspection. This guide covers the four terms you will actually be quoted when sourcing smart home hardware from China, what each one costs you in practice, and which one fits which stage of your business.
What an Incoterm actually decides
An Incoterm (International Commercial Term, published by the ICC as Incoterms 2020) answers three questions and nothing else:
- Who pays for each leg of the journey from factory floor to your warehouse.
- Where risk transfers — the exact point at which the goods become yours, so that if they are damaged or lost after that point, it is your loss, not the supplier’s.
- Who handles customs formalities — export declaration on the China side, import clearance and duty on your side.
It does not decide when ownership (title) transfers, which law applies, or when you must pay. Those come from your contract and your payment terms. Buyers routinely assume one covers the other, and that assumption is where disputes start.
The four terms you will be quoted
| Term | Seller pays up to | Risk transfers at | Who clears import | Typical use |
|---|---|---|---|---|
| EXW (Ex Works) | Factory gate — nothing more | Factory / named place | Buyer | Buyers with their own China forwarder and consolidation |
| FOB (Free On Board) | Inland haulage + export clearance + loading on vessel | Goods on board the vessel | Buyer | The default for sea freight, and the safest first-time choice |
| CIF (Cost, Insurance, Freight) | FOB plus ocean freight and minimum insurance | Goods on board the vessel (same as FOB) | Buyer | Buyers who want the supplier to book the vessel |
| DDP (Delivered Duty Paid) | Everything, including import duty and VAT | Your named delivery address | Seller | Small parcels, samples, Amazon FBA restocks |
Note the trap in CIF: the seller pays freight and insurance, but risk still transfers on board the vessel, exactly as with FOB. If the container goes overboard, it is your claim, not the factory’s.
Why smart home hardware is not a generic commodity shipment
Three characteristics of this category make the Incoterm choice matter more than it would for, say, kitchenware:
Most devices contain radio modules
Wi-Fi, ZigBee, BLE and sub-GHz radios mean the import declaration needs the correct HS classification and, in most markets, evidence of radio conformity (FCC ID, CE-RED, UKCA, PSE). Misclassification is the single most common cause of a held shipment. Under EXW or FOB, that clearance risk sits entirely with you.
A growing share includes lithium cells
Battery doorbells, cameras and pet feeders ship with lithium-ion or lithium-polymer cells, classified as UN3481 (cells contained in equipment). They require a UN38.3 test summary and an MSDS, correct dangerous-goods documentation, and often a surcharge. Some carriers refuse them outright. Under DDP, your supplier is responsible for getting this right; under FOB, the forwarder you choose must be able to handle DG cargo — not all can.
Orders are usually small at the start
Standard models typically start at 500 pieces per colour, with fully custom tooling projects in the 3,000–5,000 piece range. At 500 pieces of a switch you are shipping a few cubic metres, not a container — which makes LCL (less than container load) economics and destination handling charges dominant. These charges are always the buyer’s under EXW, FOB and CIF.
Where the hidden costs actually sit
| Cost item | EXW | FOB | CIF | DDP |
|---|---|---|---|---|
| Inland pickup to port | Buyer | Seller | Seller | Seller |
| China export declaration | Buyer | Seller | Seller | Seller |
| Terminal handling / loading | Buyer | Seller | Seller | Seller |
| Ocean or air freight | Buyer | Buyer | Seller | Seller |
| Marine insurance | Buyer | Buyer | Seller (minimum cover) | Seller |
| Import duty, VAT/GST | Buyer | Buyer | Buyer | Seller |
| Destination handling, delivery | Buyer | Buyer | Buyer | Seller |
An EXW price looks cheapest on the quotation because it excludes the most. It is only genuinely cheaper if your forwarder’s China-side pickup and export declaration cost less than what the factory builds into its FOB price — frequently true for consolidated shipments, rarely true for a single-carton first order.
How to choose for your situation
- First order, first container: ask for FOB Shenzhen (Yantian or Shekou). You control the vessel, you see the freight cost as a separate line, and you are not exposed to customs formalities in a country where you have no entity.
- Samples and small parcels: DDP by air express. Factory handles everything, you get one number, and for 5–20 units the duty and VAT handling is not worth your time.
- Regular volume with your own forwarder: once you ship monthly, EXW plus a consolidation partner usually beats FOB — but only if you have someone on the ground who can collect on schedule.
- Avoid CIF unless your buyer-side financing requires it. The insurance provided is minimum cover (typically Institute Cargo Clauses C, 110% of invoice value), and you lose visibility of the freight cost, which makes it hard to benchmark.
Mistakes that cost real money
Arguing about “FOB charges” after the fact
Incoterms 2020 leaves the loading-on-board cost allocation open to the sale contract. Some factories quote FOB with terminal handling excluded; some include it. Get the port, the named vessel-loading responsibility, and whether THC is included in writing on the quotation itself.
Wrong HS code on connected devices
A Wi-Fi switch, a video doorbell with a camera, and a simple socket can fall under different headings, and duty rates differ accordingly. Ask your supplier for the HS code they declare, then verify it with your own broker before the first shipment — not after.
Ignoring destination charges on LCL
On a small LCL shipment, destination handling and deconsolidation fees can exceed the ocean freight. Under any term where you pay them, model them before you commit to an order quantity.
Assuming DDP means “no risk”
DDP puts the maximum obligation on the seller, which is why quotations for it carry a margin. It also means the seller declares on your behalf — if they under-declare, you are still the importer of record in most jurisdictions.
What to put in the contract
Alongside the Incoterm, specify: the named port or place (not just “FOB China”), the Incoterms edition (2020), the HS code you expect to be declared, who provides UN38.3 and MSDS for battery shipments, the lead time basis (does the 25–40 day tooling clock start at deposit or at drawing approval), and what happens if the goods are held by customs for documentation reasons. Our guide to payment terms and contract basics covers the clauses that sit next to this one.
Sampling typically takes 7–15 days and tooling 25–40 days before mass production starts, so the shipping term you agree should be fixed at quotation stage — changing it after tooling is a re-quotation.
Where to go next
If you are pricing a first order of smart switches, video doorbells, cameras or pet feeders and want the full cost model including tooling, certification scope and freight, our team builds landed-cost quotations per destination market. See what we manufacture and assemble, or send your target quantity and destination for a quoted term and landed figure. That is why Incoterms 2026 EXW vs keeps gaining attention in this category.
Frequently Asked Questions
Is EXW always the cheapest option?
Only the unit price is lowest. Once you add China-side pickup, export declaration and terminal handling, an EXW quotation on a single small order usually costs more than the equivalent FOB price from the same factory.
Who pays import duty under CIF?
You do. CIF covers cost, insurance and freight to the destination port only; import clearance, duty and VAT remain the buyer’s responsibility, exactly as under FOB.
Can a Chinese factory really do DDP to the US or EU?
Yes, but it needs a destination-side importer of record and a VAT or EORI registration. Most factories route DDP through a third-party logistics provider, which is why DDP air express works well for samples and poorly for pallets.
Does the Incoterm affect product certification?
Not directly, but it decides who handles the import declaration where radio and battery conformity documents are checked. Ask which radio approvals (CE-RED, FCC ID, UKCA, PSE) your shipment will be declared against before it leaves the factory.
Which term should a first-time buyer ask for?
FOB from the nearest major port. It gives you control of the freight, a clean separation of factory cost and logistics cost, and no exposure to export formalities in China.
